As the report states, about two-thirds of the development objectives outlined in the strategy have been achieved. In particular, the health sector reached 88% of its target measures between 2008 and 2013. The quality of healthcare has improved, access has too and the children’s health system has become more effective. The fields of governance, education and security also achieved more than 70% of the planned improvements in their sectors. Growing at a rate of 8.5% in 2013, Afghanistan’s economic progress also exceeded the expectations predicted in the ANDS.
Speaking at the official launch ceremony for the report at Marmarin Palace in Kabul, HE Abdul Hadi Arghandewal, Minister of the Economy, said, “Germany’s help was crucial to finalizing the report and presenting it to you today. Through the support from German experts, we received valuable technical advice. Likewise, we could draw on further expertise to complete publication of the report and are proud of the joint Afghan-German results we have achieved.” The ceremony was attended by senior Afghan Government officials and high-ranking representatives of the international donor community.
The ANDS was drafted in 2008 as the first strategy paper for Afghanistan for reducing poverty and driving social and economic development based on the Millennium Development Goals (MDGs). Following its conclusion in 2013, the Afghan Government appointed the Ministry of Economy to assess how far the strategy’s aims had been achieved. In this process, Afghan-German Cooperation provided key technical support.
As part of Afghan-German Cooperation, measures run by the Centre for International Migration and Development (CIM), and by the Open Policy Advisory Fund (OPAF) are implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Foreign Office (AA) and the German Federal Ministry for Economic Cooperation and Development (BMZ). CIM is the competence centre for global labour mobility in international cooperation activities for sustainable development. Through OPAF Germany promotes good governance in Afghanistan by funding projects aimed at reducing corruption and strengthening Afghan public administration.
